The reason that's a contradiction in terms is the following: In the Saudi Arabia plan is a repetition of a series of proposals, which go back to 1976 when the UN Security Council debated a resolution calling for a settlement, in accord with the Saudi plan, to state settlement on the internationally recognized borders.
